Co-ordination of economic and defense activity in the Arctic region from the viewpoint of regional presence

An application of new methods of the time-frequency analysis for the short economic time-series characteristic for regional processes allows execution of objective comparison of regional economic processes' dynamics. It has been offered to apply the comparative form-spectrum analysis of the processes starting from the formalistic approach based on the principles of correlation analysis. The examples of analysis used for researches of short time-series of regional economics of the Murmansk region, Northwest and Central federal regions of the Russian Federation have been presented.

Modern economic tendencies of Russian Northern and Arctic regions

Assessment of environmental, resource and transport potential in Northern and Arctic regions has been presented. It has been shown that Russian Northern and Arctic regions are of special importance to the country in ensuring economic, geopolitic, defensive and other interests. Energy resources and transport potential of Northern and Arctic regions can be one of the tools advisable to modernize the national economy and ensure – through realizing an effective social and economic policy – the sustainable spatial development of Northern and Arctic regions.

Modern features and tendencies of innovation processes in the North

The paper discusses challenges of the present condition and development prospects of the northern regions in the light of innovation transformations. It has been shown that these regions are solvent consumers of technologies transfer. The special attention has been paid to prospective issues of the Arctic shelf development.

Economic environment of the Arctic natural gas supplies to Europe, "the Ukrainian crisis"

The current economic conjuncture of Russian gas supplies to the European market has been analyzed. It has been shown that it develops in a complex of two strategic factors: the first is the dominant role of Europe for Russian exports, the second – the European Union's policy on diversification of routes including the reduction of supplies from Russia. The objective impact of the recent "Ukrainian crisis" has influenced on the supply and has reduced reliability of the transit gas-transport complex. It has been noted that even in such circumstances the Russian natural gas exports to the European market in the coming five years may increase. Therefore, the transit system requires innovative solutions aimed at the reconstruction of pipeline systems and significant development of the production and transportation of liquefied natural gas.
